This commercial item description covers cake scouring soap intended for use in cleaning glass and porcelain surfaces.
Salient characteristics:
Appearance - The cakes shall be homogeneous in appearance and texture, firm not crumbly and free from cracks, crushed edges and holes.
Moisture and volatile matter at 105oC. The soap cakes shall have a maximum of 3.0 percent by weight moisture and volatile matter at 105oC when tested in accordance with ASTM D 460, Section 11.
Matter insoluble in water. The soap cakes shall contain at least 85 percent water insoluble matter using ASTM D 460, Section 19. Not more than 1 percent by weight of matter insoluble in water shall be retained on a No. 100 U.U. Standard sieve.
Total alkali. The total alkali, calculated as Na20 shall be not more than 0.8 percent when tested as specified in ASTM D 460, Sections 21-22.
Anhydrous soap. The cake soap shall contain not less than 6.0 percent anhydrous soap using ASTM D 460, Sections 21-22.
Performance. When tested as follows the scouring soap shall remove all the test soil and not scratch the glass panel.
Make the soiling mixture by mixing the following ingredients to form a smooth paste:

Apply a thin, even film of the soiling mixture to one side of a clean, scratch-free 4 by 4inch window-glass pane. Dampen a wad of clean cloth or soft material like unsized cotton and rub it on the soap cake so as to pick up approximately two grams of soap. Apply the soap to the soiled glass panel with circular hand motion and let dry, forming a film. Wipe the dried film off the glass panel with a clean dry cloth. The soiling mixture shall have been completely removed from the panel. There shall be no streaks or scratches on the glass panel. There shall be no fine abrasion of the glass surface which causes distortion or blurring of images seen through the glass panel.
The issues of the ASTM standards in effect on the date of solicitation shall be use to determine compliance with this requirements.
Certification. The contractor shall certify the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing, and marking. The packaging and packing shall be in accordance with the normal commercial practice and shall assure acceptance by common carrier and provide product protection against loss or damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification.
